France and Saudi Arabia are moving forward with a major theme park project near Paris that will include a large manga-inspired attraction centered on Dragon Ball Z. The Élysée Palace confirmed the agreement on Monday during a visit by Saudi Crown Prince Mohammed bin Salman, placing the total investment at €6 billion (approximately $7 billion).
The development will consist of three theme parks built near Cergy-Pontoise, northwest of the French capital. One of the parks will draw heavily from the world of Dragon Ball Z, the long-running manga and anime franchise created by Akira Toriyama. French President Emmanuel Macron described the overall project as unprecedented in scale since the opening of Disneyland Paris and publicly noted his own interest in manga.
The concept originated from a 2025 meeting between Macron and bin Salman in which the two leaders discovered they shared a strong enthusiasm for Dragon Ball Z. That conversation eventually grew into the formal investment agreement announced this week. Saudi Arabia’s Qiddiya Investment Company will finance the project. Qiddiya is the same entity developing a separate Dragon Ball theme park outside Riyadh that is planned to feature multiple rides, dozens of attractions, a massive Shenron statue, hotels, and restaurants.
No opening date has been set for the French parks. Officials indicated that construction is expected to take several years and that the parks will open in stages. The project is projected to create around 22,000 jobs and is being positioned as a significant boost to tourism in the Île-de-France region.
The announcement adds another high-profile entertainment investment to Saudi Arabia’s growing portfolio of global leisure projects. For Dragon Ball fans, it means the franchise is moving closer to large-scale physical attractions in both the Middle East and Europe. Details on specific rides, attractions, and the exact mix of Dragon Ball content versus broader manga themes have not yet been released.
